Interstitial Institutional Change - Contested Competencies in the European Union

Treaty revisions at Intergovernmental Conferences regularly bring about changes in institutional rules governing decision-making in the European Union. By focusing uniquely on treaty reforms as highly salient events, less conspicuous, incremental changes that occur between Treaty revisions are overlooked.

But the importance of such "interstitial" change is considerable. This project examines change in areas of joint decision-making between the Council, the Parliament, and the Commission and the extent to which this may lead to a shift in power.
