Internal and External EU Climate Objectives and the Future of the EU Budget (2010:1epa)
Despite ambitious targets for greenhouse gas emissions reductions, renewable energy use and energy efficiency, the EU was unable to play a central role in last year´s climate negotiations in Copenhagen. Lack of internal coordination was one reason, the EU budget not being adapted to the climate goals another.
In this analysis the author argues that while there is no need for revolutionary changes, a number of specific reforms of the common budget would assist in fulfilling the EU´s ambitions. If these reforms are implemented, the Union can become an important player in the global task for bringing about a sustainable climate policy.
