Rethinking How to Pay for Europe (2010:2epa)
The debate on reform of the EU budget has hitherto primarily centred on how EU money should be spent. But a true reform calls for serious handling of the financing of the budget as well, argues the author of this new analysis.
The outcome of such a discussion could be a sustainable financing system not vulnerable to political disputes and at the same time more intelligible to the citizens. Yet, that presupposes EU leaders that will not shy away from bold decisions, the author claims.
