How to make the EU ‘fit for 35’?

Russia’s invasion of Ukraine pushed enlargement to the very top of the EU’s agenda. But is the EU ready to absorb as many as eight new members, on top of the existing twenty-seven? If not, what needs to change to make the EU ‘fit for 35’?

SIEPS asked five pre-eminent scholars of European integration what the Union can or should do to become ‘fit for enlargement’. Their recommendations – and their reflections on the attendant risks – feature in a new collection of essays which was presented at a seminar and discussed by senior policymakers and commentators.
