How to make the EU ‘fit for 35’?

Russia’s invasion of Ukraine pushed enlargement to the very top of the EU’s agenda. But is the EU ready to absorb as many as eight new members, on top of the existing twenty-seven? If not, what needs to change to make the EU ‘fit for 35’?
