The European Union now faces significant geopolitical and economic pressure from the Russian invasion of Ukraine and Middle East instability. Internally, difficulties in achieving unanimity in the European Council on strategic issues challenge EU’s capacity to act decisively. These pressures are compounded by concerns over declining European competitiveness and a political call for reduced regulatory burden and legislative simplification.
