Simply Simplification? The Proposal for a Hierarchy of Legal Acts (2003:8)
In this report the authors discuss the proposal for a hierarchy of legal acts as that was the result from the work of the European Convention on the Future of Europe. One objective with the proposal was to reduce the number of legal instruments and give them names which are readily understandable to the public.
But the content of the proposal goes far beyond that pedestrian objective.
In order to fully understand the implications of the proposal it will be placed in a legal and, indeed, political context. This will show that the rather technical and boring-looking proposal belies its appearance: highly controversial issues are at stake that are of central concern in the debate on the future European Union.
The report was presented at the seminar Striking the Institutional Balance? and is a part of the research project Strategy 2004.
