International agreements in EU neighbourhood policy (2006:10)

International agreements are one of the principal foreign policy tools of the European Union. The use and scope of agreements have increased over the last decades resulting in a highly complex situation not least due to the different level of cooperation and integration between the EU and its neighbours entailed in these agreements.

The aim of this report is to bring analytical and factual clarity to the present situation and outline possible future developments in the contractual relations between the EU and its neighbours.

One of the main conclusions of the report is that while there is further potential to be tapped from international agreements within the framework of the European Neighbourhood Policy (ENP), there is also a risk of an increasing capabilities-expectations gap with the ENP.

The report was presented at the seminar The Northern Dimension and EU-Russia Relations and is a part of the research project Borders of the new EU - possibilities and challanges.
